City Clerk

The office of City Clerk for the City of Jay provides clerical, record keeping and administrative functions to the Mayor and the City Council.  In addition, this individual performs many tasks that assist in guiding and managing the operation of local government policy and law.  Below are just a few of the responsibilities of the City of Jay City Clerk.


  • The City Clerk is the recording officer and shall be the custodian of all documents and records for the City of Jay except such departmental records as shall be delegated by the council or therein reserved to be kept by departmental heads.  
  • Maintains Ordinance and Resolution records
  • Collects information and prepares Council agendas and other information for Council
  • Collects, organizes, and maintains records
  • Records and submits City Council meeting minutes
  • Completes HR functions and prepares annual budget
